Розглянуто наявну структуру управління морськими портами України з аналізом обмежуючих факторів її розвитку. Проаналізовано функції взаємопов'язаних елементів системи управління, що забезпечують досягнення статутних цілей компанії з використанням необхідної інформації, методів і техніки управління. Запропоновано концепцію для формування умов ефективного розвитку портової галузі з вдосконаленням механізму взаємодії державних і приватних структур. Досліджено деякі технології і підходи в галузі управління підприємством та інноваційною діяльністю, спрямовані на вдосконалення управлінської системи морських портів.
Рассмотрена существующая структура управления морскими портами Украины с анализом ограничивающих факторов ее развития. Проанализированы функции взаимосвязанных элементов системы управления, обеспечивающие достижение уставных целей компании с использованием необходимой информации, методов и техники управления. Предложена концепция формирования условий эффективного развития портовой отрасли с совершенствованием механизма взаимодействия государственных и частных структур. Исследованы некоторые технологии и подходы в области управления предприятием и инновационной деятельностью, направленные на совершенствование управленческой системы морских портов.
Here, both the current structure of management of Ukraine’s seaports and definition of the key powers of each level are considered. An analysis of limiting factors of the structure development has been conducted. The imperfections of the existing structure, such as the centralization of power of the Administration of the seaports of Ukraine have been investigated. These imperfections, in turn, may serve as an obstacle of competition which is the grounding of port industry development. The functions of interrelated elements of the management system that provide achievement of the company’s regulations goals using the necessary information, methods, and management techniques are analysed. A concept for the formation of conditions for effective development of the port industry with the improvement of the mechanism of interaction between state and private structures is proposed. Some technologies and approaches in the field of enterprise management and innovation management aimed at improving the management system of seaports are investigated. In the article we concluded that there is a need for further reforms of the port area at the level of the general management system and redistribution of powers, which will change the existing conception of the port authority, its legal status and mission. The implementation of the new port management system should be based on the construction of a viable and durable control system for each individual port and this system should be created taking into account the individual characteristics of each port and local conditions.
