Реалізація стратегічної мети – створення конкурентоспроможної економіки України і забезпечення високого рівня життя громадян України потребує активного використання наукового потенціалу держави у створенні прогресивних інформаційних технологій управління розвитком закладів вищої освіти (ЗВО). Для успішного вирішення проблем, які постали перед Україною на шляху до євроінтеграції за останні роки, необхідні висококваліфіковані фахівці. Для цього в системі освіти України необхідні зміни, які полягають в організаційних, технологічних, функціональних удосконаленнях, що дадуть змогу закладам вищої освіти України вийти на рівень провідних європейських та американських навчальних закладів. Глобалізація розвитку освітнього простору пов’язана з активним застосуванням ціннісно-компетентнісного підходу в епоху переходу до економіки знань, стискаються життєві цикли оновлення освітніх програм, що робить програми мобільними, швидко та суттєво ускладнюються технології, засоби та механізми, системи управління тощо. В цих умовах вимоги до компетентності фахівців формуються інтуїтивно. При цьому зберігається велика плинність кількості абітурієнтів внаслідок негативних демографічних та економічних процесів. Глобальні тренди формують виклики, що прискорюють розвиток освітнього простору і створюють нові виклики ЗВО. Одним з таких викликів є перехід до проєктного управління в освітніх середовищах, який вимагає створення інноваційних методологій управління, що враховують специфіку заходів, спрямованих на підготовку фахівців. Ці методології мають забезпечити діяльність ЗВО в навчальному процесі, наукову роботу освітніх закладів інноваційними інструментами управління. Ключовим елементом, який формує інновації у методологіях управління розвитком ЗВО, є рухоме поле компетенцій, яке формується глобальними ринками та викликами. Взаємодія рухомого поля компетенцій з освітніми програмами ЗВО формується на основі механізмів дивергенції. Ці механізми формують необхідні ринкам гармонізовані кластери компетенцій, що складають актуальний зміст навчальних програм. Створення і дослідження дивергентних методологій управління розвитку ЗВО є актуальною науковою проблемою на сучасному етапі розвитку освітнього простору України.
The implementation of the strategic goal of creating a competitive economy of Ukraine and ensuring a high standard of living for the citizens of Ukraine requires the active use of the scientific potential of the state in the creation of progressive information technologies for managing the development of higher education institutions. The globalization of the development of the educational space is associated with the active application of the value-competency approach in the era of the transition to the knowledge economy, the life cycles of updating educational programs are shortened, which makes the programs mobile, technologies, means and mechanisms, management systems, etc. are quickly and significantly complicated. In these conditions, the requirements for the competence of specialists are formed intuitively. At the same time, there is a high turnover of the number of entrants as a result of negative demographic and economic processes. Global trends create challenges that accelerate the development of the educational space and create new challenges for higher education. One of these challenges is the transition to project management in educational environments, which requires the creation of innovative management methodologies that take into account the specifics of activities aimed at training specialists. These methodologies should ensure the activity of higher education institutions in the educational process, the scientific work of educational institutions with innovative management tools.
