Розглянуто вимоги до формування портфеля регіональних проектів та причини внесення змін до його складу. Розроблено модель розподілу ресурсів між проектами портфеля на основі теорії несилової взаємодії. Наведено деякі шляхи запобігання припиненню регіональних проектів у випадку зміни позиції ключових учасників.
Рассмотрены требования к формированию портфеля региональных проектов и причины внесения изменений в его состав. Разработана модель распределения ресурсов между проектами портфеля на основе теории несилового взаимодействия. Приведены некоторые пути предотвращения прекращения региональных проектов в случае изменения позиции ключевых участников.
Requirements for the formation of regional project portfolio and reasons of the changing its composition considered. Existing approaches for the portfolio optimization and using criteria analyzed. The main initiators and motive powers of regional projects indicated. The multitude of regional projects divided into three subsets, which correspond to possible initiators of projects – municipal administration, business and science. The functions of project’s support as an index of consent to continuation of the project. The base factors of influence on the value of functions of project’s support investigated. The notion of information distance apart main agents which determine the regional development introduced and the hypothesis about optimal value of this distance set up. Regional projects classified by the level of support and each group characterized. The model of resource allocation among projects of portfolio on non-power interaction theory based developed. The possible reasons of lowering of projects support discovered. Some ways to prevent regional projects termination in the case of the key participants position changing showed.
