Criteria for selecting the investment projects on DEMATEL and ANP combination

Based on the analysis of methods of formation of portfolio investments in article is proposed a method for effective selection criteria for evaluating investment projects in the power industry which is based on the analysis of methods of formation the portfolio investments. Selection of projects in the portfolio is advantageously carried out on the basis of the combined modeling techniques DEMATEL and ANP. According to the modeling results was designed the impact-relations-map of these criteria. The rating of criteria affords to evaluate projects within the portfolio and select the best among them. © 2015 IEEE.

Project success analysis framework: A knowledge-based approach in project management 

One of the major issues for knowledge management in a project environment is the poor project success analysis and the lack of proper documentation on the results of the previous projects. In this research, we investigate in which way project success analysis, presented as a framework, can improve knowledge management in project environment. An empirical research was conducted in order to define the contribution of project success analysis framework to knowledge management in project environment. The data was gathered from 103 project managers in different industries in Serbia during 2013. Research results have confirmed that project success analysis, presented through the definition of critical success factors, key performance indicators and performance-measuring process has a very positive influence on knowledge acquisition and transfer in project environment. This paper presents an integrated framework for project success analysis as a new knowledge-based approach in project management. © 2014 Elsevier Ltd. APM and IPMA.

Development process models for evaluation of performance of the educational establishments

Known methods of forming the generalized quality indicators of educational institutions, as a rule, provide for the averaging of many parameters. These technologies do not take into account the heterogeneity of indicators that cannot be represented by a single indicator. Parametric formalization of the educational system on the basis of modeling allows the switch to multifactorial quality assessment, which creates conditions for the proactive improvement and enhancement of performance of educational institutions. In this paper, a generalization of the management structure on the basis of the process approach and the factors of influence on the results of the processes to predict the quality of separate processes and organizations in general is made. The general concept for developing the forecasting models using the process structure of the organization and the vector of parameters of influence on these processes is proposed. Its essence is to create a multi-level structure of processes and calculate the quality of each process in steps, which correspond to the levels of processes. To calculate the quality of each process, the types of parameters that influence them, the methods for their normalization and determination of values are identified. Initial direct and reverse parameters are conditionally singled out. The function of the quality evaluation of processes, which is a dependence of the estimated quality on the actual values of parameters and their weights of influence on the process is proposed. Development of parametric model of prediction and evaluation of the quality level of educational institutions

The purpose of the study was the development of a parametric model for prediction and actual evaluation of the quality level of work of educational institution. We created the structure of the processes of educational institution, which includes 7 levels of processes in the sequence of their execution. To determine parameters of influence of some processes on others, the links between each process and other processes were analyzed. With the help of expert assessment, we defined values of parameters of influence on each process. We performed selection of experts, for whom a statistical analysis of the results of expert evaluations demonstrated consistency in judgments at the medium and high level - 91 %, the significance of these assessments reached 78 % by the criterion of Pearson. The defined values of parameters helped to create the model of the process of educational institution. This model allows calculating consistently by the levels of processes the quality of work of each process by the determined function that takes as its basis the level of quality of initial resources and uses the defined parameters and the structure of processes for the calculation. The calculated quality is predictable, demonstrating either increase or decrease in the quality level of each process and the entire educational institution in future. The actual assessment of quality of each process of educational institution is recommended to perform based on verbal questionnaires, the basis of which is the developed table of ten degrees of estimation of quality level. The scale of degrees of assessment was expanded in comparison with the recommendations of the ISO 9004 standard to align actual evaluations with the process of prediction of quality level and consequent comparison of their results. As a result of the study, we created a parametrical model which enables us to predict the quality of work of educational institution based on rational allocation of initial resources. Based on the model, it is possible to realistically evaluate the quality of work of all processes of educational institution for further improvement in their work and adjustment of the model for prediction. © 2016 Tatyana Otradskaya, Viktor Gogunskii, Svetlana Antoschuk, Olexii Kolesnikov.

"Lifelong learning" is a new paradigm of personnel training in enterprises

World practice to overcome the lack of knowledge and meet educational needs under the terms of career growth and personal improvement and development is based on the modern paradigm of continuous postgraduate education lifelong learning (LLL). In the context of learning management, the analysis of features and synthesis of the structure of interaction of the basic process entities as knowledge holders were performed. Referring basic knowledge holders team, customer, training and in-depth knowledge systems to certain discrete states, which the system may take, allows representing the system using a Markov chain with four discrete states. A directed graph of the Markov chain reflects the secondary projection of a communication on the knowledge space rather than the physical interaction of the knowledge holders. Markov chain transition probabilities for the project environment define its characteristics that vary in discrete time by the steps in the form of a set of state probabilities. Cognitive properties of the model which is based on the Markov chain makes it possible to set some specific values of the transition probabilities of the system. The results obtained are the justification for continuing training and acquiring additional education of personnel in the deficit of knowledge that is necessary for the implementation of unique projects. Using the developed cognitive model of the interaction of knowledge in project management, the paradigm of "lifelong learning" was justified. The knowledge management structure includes four fundamental entities: the customer, the team, training and in-depth knowledge systems of the knowledge owners. These entities are in a constant process of knowledge sharing. The systems of training and in-depth knowledge play a role of generating new knowledge, which was absent in the project environment. Selective pattern matching method for time-series forecasting

The selective pattern matching method for forecasting the increment signs of financial time series is proposed. This approach is based on indexing the time series to find similar sites in their dynamics based on the K-nearest neighbors method and selective grouping of these sites by the increment signs observed when completed. Similar sites are identified by calculating measures of similarity between the supporting and non-supporting stories of time series. Depending on the representation of time series, Hamming measure or Euclidian measure can be used for indexing. Before applying the method, it is recommended to carry out the procedure of pre-forecasting fractal time series analysis for determining the levels of persistence, antipersistence and randomness of time series, identifying the availability of memory and determining the medium length of quasicycles. The parameters, defined based on the preforecasting analysis are used in forecast generation by the described method. The proposed method can be used as part of information forecasting and decision support systems, including those used in the currency market to improve the accuracy of forecasting the increment signs of time series.
