Анотація (укр): 
Розглянуто проблематику управління транскордонними проєктами у сфері безпеки в умовах невизначеності. Актуальність дослідження обумовлена зростанням ролі транскордонного співробітництва як інструменту підтримки безпеки, кризового реагування та відновлення регіонів. Попри велику кількість реалізованих інфраструктурних ініціатив у межах програм міжнародної технічної допомоги, залишаються нерозробленими системні підходи до управління транскордонними проєктами з урахуванням кадрових ризиків, особливостей функціонування державного сектору та багатонаціонального контексту. Метою дослідження є розробка концептуальної моделі управління транскордонними проєктами в галузі безпеки, яка враховує людський фактор, ризики та координаційні виклики в межах міжнародного партнерства. В рамках дослідження проаналізовано чинники, що впливають на ефективність реалізації транскордонних безпекових ініціатив: обмеження правового статусу державних службовців, проблеми трудової мотивації, асиметрію партнерства, бар’єри міжорганізаційної комунікації та вплив режиму воєнного стану. Запропонована модель управління транскордонними проєктами враховує ключові аспекти людського фактору та ризиків, створюючи єдину систему для ефективного планування, координації та контролю в умовах невизначеності. Вона підкреслює, що результативність проєкту залежить не лише від технічних рішень, а й від професійності команди, міжкультурної взаємодії та здатності адаптуватися до змін. Завдяки включенню математичних методів, цифрових інструментів та урахуванню багаторівневих викликів, модель забезпечує гнучке управління ресурсами й підвищує стійкість безпекових ініціатив у транскордонному середовищі. Висновки підкреслюють необхідність впровадження спеціалізованих HR-стратегій, інституційної підтримки та гнучких підходів до управління в транскордонному форматі. У майбутніх дослідженнях доцільно зосередитися на створенні ефективних методів управління транскордонними проєктами у сфері безпеки, а також на розробці алгоритмів інтеграції міжнародних стандартів проєктного менеджменту в українське правове поле з урахуванням невизначеності та викликів воєнного часу.
Анотація (англ): 
The article considers the issues of managing cross-border security projects under uncertain conditions. The relevance of the study stems from the growing role of cross-border cooperation as a tool for supporting security, crisis response, and regional recovery. Despite the large number of infrastructure initiatives implemented within the framework of international technical assistance programs, systemic approaches to managing cross-border projects, taking into account personnel risks, the specifics of the public sector's functioning, and the multinational context, remain underdeveloped. The aim of the study is to develop a conceptual model for managing cross-border security projects, which considers the human factor, risks, and coordination challenges within international partnerships. The study analyzed factors that affect the effectiveness of implementing cross-border security initiatives, such as: restrictions on the legal status of civil servants, problems with labor motivation, asymmetry of partnership, barriers to inter-organizational communication, and the influence of martial law. The proposed model of cross-border project management accounts for key aspects of the human factor and risks, creating a unified system for effective planning, coordination, and control in conditions of uncertainty. It emphasizes that project effectiveness depends not only on technical solutions but also on the team's professionalism, intercultural interaction, and the ability to adapt to changes. By incorporating mathematical methods, digital tools, and considering multi-level challenges, the model provides flexible resource management and increases the sustainability of security initiatives in a cross-border environment. The conclusions emphasize the need to implement specialized HR strategies, institutional support, and flexible approaches to management in a cross-border format. Future research should focus on creating effective methods for managing cross-border projects in the security sector, as well as on developing algorithms for integrating international project management standards into the Ukrainian legal framework, taking into account uncertainty and the challenges of wartime.
