Розглянуто підхід до розробки методу ціннісно-орієнтованого управління проєктами в галузі пасажирських перевезень, що враховує специфіку транспортного середовища та багатокритеріальні інтереси стейкхолдерів. Актуальність теми зумовлена зростанням невизначеності у зовнішньому середовищі, зокрема через регуляторні зміни, фінансові обмеження, технологічну складність та підвищену соціальну чутливість транспортних проєктів. У таких умовах класичні моделі управління, орієнтовані на «трикутник проєкту» (бюджет – час – якість), не забезпечують досягнення сталих результатів та не враховують реальну цінність для стейкхолдерів. Авторами статті запропоновано метод управління, що базується на системній оцінці очікувань стейкхолдерів і визначенні цінності проєкту. Метод охоплює: ідентифікацію та класифікацію стейкхолдерів, виявлення їхніх пріоритетів, визначення критеріїв оцінки цінності, аналіз ризиків, що можуть вплинути на реалізацію очікувань, та формування рекомендацій щодо вибору альтернативних рішень. Особлива увага приділяється взаємозв’язку між ризиками та втратою цінності, що дозволяє ефективніше керувати очікуваннями та знижувати конфлікти на етапі реалізації. Практичне значення дослідження полягає в можливості адаптації методу для стратегічного планування та реалізації проєктів у сфері пасажирського транспорту. Запропонований підхід сприятиме підвищенню ефективності розподілу інвестицій, зниженню ризиків затримок та перевитрат, а також забезпечить прозорість процесу прийняття рішень для всіх стейкхолдерів проєкту.
Анотація (англ): 
The article considers an approach to developing a method of value-based project management in the passenger transportation industry that takes into account the specifics of the transport environment and the multi-criteria interests of stakeholders. The relevance of the topic is due to the growing uncertainty in the external environment, in particular due to regulatory changes, financial constraints, technological complexity, and increased social sensitivity of transport projects. In such conditions, classical management models focused on the "project triangle" (budget, time, and quality) do not ensure the achievement of sustainable results and do not take into account the real value for stakeholders. The authors of the article propose a management method based on a systematic assessment of stakeholder expectations and the determining of the project's value. The method includes the identification and classification of stakeholders, the identification of their priorities, the determination of value assessment criteria, the analysis of risks that may affect the realization of expectations, and the formulation of recommendations for choosing alternative solutions. Special attention is paid to the relationship between risks and the loss of value, which allows for more effective management of expectations and reduction of conflicts at the implementation stage. The practical significance of the study lies in the possibility of adapting the method for strategic planning and implementation of projects in the field of passenger transport. The proposed approach will contribute to increasing the efficiency of investment allocation, reducing the risks of delays and cost overruns, and also ensuring transparency of the decision-making process for all project stakeholders.
