У контексті проактивного управління проектами проаналізовано особливості та узагальнення оцінки ступеня досконалості освітніх систем. Показано, що цей ступінь може бути відображено через узагальнений показник рівня існуючого в об’єкті ступеня досконалості освітньої системи. Феноменологічним відображенням ступеня досконалості для організаційно-технічних систем у сфері освіти є ланцюги Маркова. Досліджені практичні аспекти оцінки ефективності планування та управління проектами в умовах діючого або віртуального закладу.
Анотація (рус): 
В контексте проактивного управления проектами выполнен анализ особенностей и обобщение оценки степени совершенства образовательных систем. Показано, что эта степень может быть отражена через обобщенный показатель уровня существующего в объекте степени совершенства образовательной системы. Феноменологическим отражением степени совершенства для организационно-технических систем в сфере образования являются цепи Маркова. Исследованы практические аспекты оценки эффективности планирования и управления проектами в условиях действующего или виртуального заведения.
Анотація (англ): 
In the context of proactive project management features of the analysis and synthesis evaluation of educational systems. Adopted hypothesis is proved that the quality of educational systems can be displayed through a generalized indicator of an existing facility in the degree of excellence of the educational system. Phenomenological reflection of the degree of perfection for administrative and technical systems in education is a Markov chain. A mathematical description of the model 5H and levels of performance excellence as a Markov chain, reflecting such degree of perfection of the system: D1 – unsatisfactory; D2 – below normal; D3 – rate; D4 – exceeded standards; D5 – well above the norm. Got the further development of the method of identification Markov model by taking into account the time spent on communication links certain conditions. This allows you to "customize" Markov chain to display the properties of a particular institution. Shown performance method of project management in the sphere of education using a Markov model of evaluation of the project under development and implementation. Investigated the practical aspects of evaluating the effectiveness of planning and project management in terms of current or virtual institution. This approach allows model parameters of quality of actions aimed at improving the quality excellence of each indicator.
